WhiteGate screening and the state duty calculator — new public tools by Black Swan Consulting

Black Swan Consulting has launched two free online tools, each available in English and Russian: WhiteGate, a sanctions and risk screening service, and a state duty calculator for Uzbekistan.

WhiteGate: sanctions and risk screening

WhiteGate screens individuals, companies, crypto wallets and goods against official sanctions, wanted and debarment lists. It checks a query against the consolidated lists of the world’s principal sanctions authorities — US OFAC (SDN and Consolidated) and the US Consolidated Screening List, the European Union, the United Nations, UK OFSI, Switzerland’s SECO, Canada, Australia, France, Japan and Türkiye’s MASAK — as well as the registers of Uzbekistan’s Prosecutor General’s Office. In total the tool draws on 18 sources and about 1.7 million records, updated directly from the publishers.

Beyond sanctions, WhiteGate covers:

  • Wanted lists — Interpol notices, Europol and the Prosecutor General’s Office of Uzbekistan;
  • Debarment — the World Bank’s list of debarred firms and individuals;
  • Crypto addresses — wallets designated by OFAC;
  • Jurisdiction risk — the FATF black and grey lists and the EU list of high-risk third countries;
  • Company registries — UK Companies House and the global LEI database (GLEIF);
  • Goods — screening of HS codes and product names against the EU Common High Priority List and live UK trade restrictions.

Two further databases can be switched on in the source settings: ICIJ Offshore Leaks — offshore entities and their officers from the Panama Papers, Paradise Papers and Pandora Papers investigations (data by the International Consortium of Investigative Journalists) — and a politically exposed persons (PEP) list built on the EveryPolitician project. Both are historical archives rather than live registers: the ICIJ database reflects the leaks as published, and the PEP dataset has not been updated since 2019. For that reason they are off by default, and a match there is a starting point for further verification, not a current fact.

Matching goes beyond exact spelling: the engine transliterates Cyrillic, normalises name order and scores similarity, so “Иванов Иван” and “Ivan Ivanov” resolve to the same entity. Each result shows which databases were checked, and every match can be expanded to see all list spellings, dates of birth and document numbers.

WhiteGate is an experimental, non-commercial project: it is free to use for research, journalism, study and freelance legal work; commercial use is not permitted. Results are a risk indicator, not a legal opinion — responsibility for how they are used rests with the user.

State duty calculator

The calculator is built directly on the Law “On State Duty” (ZRU-600) and covers all 556 duty items of its annex — court filings in economic, civil and administrative courts, notarial acts, civil registry services, registration of legal entities and IP rights, licences and permits — together with 184 grounds for exemption under Articles 8–15 of the Law.

All statutory rates are expressed in base reference values (BRV), so the calculator computes in BRV and converts to Uzbek soums at the current BRV amount in a single final step. When the BRV changes, the tool switches to the new value on the effective date — the figures stay current without manual updates.

The calculator also applies the statutory adjustments that are easy to overlook: the 50% reduction for small businesses in court proceedings, the 50% notarial rate for transactions between close relatives, the doubled rate for notarial acts performed outside the notary’s office, and the 90% discount for filings made through the EPIGU public services portal where the Law provides for it.

Both tools are free and require no registration. The calculator’s result is an estimate based on the parameters entered; for contentious or high-value matters we recommend verifying the calculation against the specific circumstances of the case.
