Dilshod Boltaev leads the litigation practice of Black Swan Consulting. A qualified advocate, he represents clients in administrative, criminal, civil and economic proceedings before courts at every level in Uzbekistan.
Dilshod came to advocacy from inside the system. He served as assistant judge at the Tashkent Economic Court, worked in a district criminal court and trained at the Ministry of Justice. He knows how a judge reads a case file and how a hearing is actually run. That knowledge lets him forecast the course of proceedings, set strategy and contain risk before the first hearing. The same experience underpins his work with law-enforcement, supervisory and regulatory authorities, where he resolves matters at the administrative stage whenever the facts allow.
